10 inches of hot rain would suppress the protesters. It would make any of their fire bombs laughable and dilute any chemical weapons they'd try to uselessness. But would it be enough to cancel the convention? Here in eastern Iowa we actually have seen 10-12 inches of horizontal rain over a few hours. It took the little creek running through the Iowa Quad Cities to 24' above flood stage and flooded about 600 homes. How much rain can Tampa take and still leave the convention functioning? I'd think more than outdoor protesters could take. And if they try to move their protests indoors, they either stay civil or are fairly easily rounded up. Maybe the storm won't prove God to be a Democrat, as some wags have proposed, but will be carefully titrated to show the opposite.

The rain wouldnt stop anything, we’re fairly accustomed to it.

A hurricane would make travel in and out a tad difficult. Not to mention the possibility of a storm surge which could flood the convention area.

A cat 1 storm really isn’t something we worry about too much.
