The schlagel-meister is toast. In Arizona, it is against the law to NOT give water to someone who requests it. I think the law also provides for the giving of water in case the person is incapacitation. Every year, a restaurant or two or three or four gets into trouble because someone walks in and asked for a drink of water and is refused.
Looks like communism hits again. When will America realize the communists takeover is rampant. Hate to continue raping about it but somehow it has to be stressed. Communism! Controlling the masses using false government self promoted laws.

I've heard of Christian groups in Arizona using this tactic of handing out water and the Word. I wonder if the state is so much worried about the permit as they are about the proselytizing...??
It seems that a certain “Neighborhood Preservation Inspector” is in need of an @$$-kicking. That is plain stupid.
Yet it’s perfectly ok to set up water stations out in the middle of nowhere for all the illegals hoping across the border.
As are all the nail salon employees in the state.
There was a church group trying to feed the hungry in Houston, and they were shut down immediately, no permit.

I don't give a crap what “laws” are on the books. Our governments are bankrupt overpaying these fascist bureaucrats, are cities are war zones, illegal aliens running amok and they enforce this?
They all need to be shamed and ostracized. Deny them entry into your places of business. Have your kids bully theirs at school (I'm deadly serious about this - I'm tired of these tyrants not paying a price for their moronic ideas).
Call them out at church (if they bother to go - most tyrants think THEY are God!).

It's similar to the Spanish prior appropriation system, and that's derived from the MIddle Eastern and North African experience over thousands of years, and some elements of the idea probably date all the way back to the end of the Ice Age.
Which means one thing ~ it's not a new issue ~ there are lawyers who specialize in it all around the world ~ and, finally, she probably did need a permit!
Some judge with nothing else to do might entertain the case, but those who object to any element of water rights law in any given area usually lose.
