I find this very hard to believe. Sorry.
My GF is a CRNA anesthesiologists. They are watched like a hawk as with the gases they use and there is multiple sign off's by various people and the operating rooms are pretty much locked down when no one is in there and when they do open up, there are multiple people going in and out preparing the room.
trust me it's easy to pick up this or that laying around an OR, ICU or ER. Some left over Etomidate, a little Pavulon or Succinylcholine or Roc. Saw a resident that backed into a bank and parked over the weekend and used Fentanyl, Regular Insulin and Succinylcholine. It's sad, but I don't think that they'd use "gasses" but the induction medications.
Then again some just jump off of buildings.... or bridges.

The cases of which I’m aware did not take place in the OR - that seems to be a completely unwarranted assumption on your part.
Kinda like that proceedure that makes it totally impossible for a doctor to obtain Oxycontin?
