I think some parts of the article do account for the WHY.
Liberals expect Government to be the purveyor of all things charitable and they also do not believe in individuality but the collective.
Conservatives DO believe in the individual and recognize the responsibility of those that can to help those that can't, not those that apply necessarily.
There really is a fundamental difference in the way Liberals and Conservatives view the world.

I've noticed this since the 60s when I was in college. Libs are collectivists.
