It's the reason he is more virorous on domestic issues, and social changes.... that is the arena he knows (if it can be said he actually KNOWS anything).
Failure on those issues wouldn't be so bad because there are a lot of fingerprints on any type of domestic and social plans. He would need to assume TOTAL responsibility on that kind of failure.
Foreign policy? He is afraid of his own shadow. "O's" administration shows the most profound inertia.
