I'll tell you what I think he means:
There is physiological evidence that traumatic rape (which is what Akin meant when he said "legitimate rape") causes a woman's reproductive hormonal system to be suppressed.
Because of the hormonal disruption, a victim of a real rape is unlikely to ovulate. Ergo, no child will be conceived.
If a rape victim has just ovulated a day or two before a rape, it is possible that conception will take place. However I believe it is this is, in fact, very rare.
Complicating this whole scenario of course is the problem that a lot of claimed "rapes" aren't really traumatic rapes. I think the common concept of a traumatic rape is when a woman is violently attacked by a stranger and forced to have intercourse.
But let's be real, we all know that some women will cry "rape" when they merely regret having drunk too much alcohol and consented to the sex (and I'm a woman, so I'm allowed to say that -- I guess Rep Akin isn't).
It means that Akin is an ignoramus who needs to be drop-kicked out of the party before he does any more damage than he has already. He may have already ruined the GOP hopes of taking the Senate even if he does have an attack of sanity and drop out.
