A Congressman is not a Governor. If there was money allocated to Wisconsin what should Ryan do if his constituents requested some? Act holier than thou?

Cute, but it was not allocated money. He had to request it to ruin his own State.
But, on the other hand, you have a point. He gave the Gov. an opportunity to chose whether to wreck his state with the socialist strings attached, or not.
Personally, I would have been “holier than thou” and rejected the destructive funds. That’s why I’m not a politican. :)
