I know and knew many drunks, I was a practicing, functioning drunk myself and while Biden shows many traits of a drunk, his stupidity is well ingrained.

He was from a wealthy family, but his father drank upo the inheritance. Biden himself was a top-shelf boozer for years, often appearing at public events somewhat worse for wear. You also have to remember that he is from a rump state. Delaware is largely inhabited on the white side of the tracks by Biden relatives, who possibly voted for him to keep him away from home for most of the week. (He commuted by train to DC).
