You are more correct than you know. Open carry of long guns is not prohibited by State law, but Texas does not have preemption to prevent cities and towns from prohibiting open carry of long guns.
You do not see long guns carried openly for that reason, I believe. No one can know when they cross an invisible jurisdictional line if they have broken the law and may end up in jail.
It ammounts to a defacto ban on the open carry of long guns in most locations.
No permit required up here. We’re not allowed to have loaded rifles and shotguns in our vehicles though (road hunting). Pistols are good to go.

He won’t be. He talked to a friend of mines son who is in it, and decided it would be too much for him. My brothers were both in the Corps, and I think it’s a great program.

Not likely. Obama didn’t cause Charles Whitman to open fire from the top of the UT Tower, and he didn’t motivate Charles Manson, Charles Starkweather, Ted Bundy, Son of Sam, the Zodiac Killer, and on and on.

BREAKING: Authorities, mother of Thomas “Tres” Caffall confirm he was the shooter
In a release by a family attorney, the mother of the alleged shooter identifies him as Tres Caffall.
The release is below.
“Our family was shocked and devastated by the tragedy this afternoon. Our thoughts and prayers go to the families of the deceased and the wounded victims. We mourn them and the loss of Tres. He had been ill. It breaks our hearts his illness led to this.
“Please respect our privacy in our grief.”
