I believe national policy is that the scouts themselves can be openly gay, but that their leadership cannot. And “leadership” includes older scouts who would take on leadership roles within their troop. An openly gay scout will be denied such leadership roles.
BSA has been weeding out adult gay leaders forever, and will likely continue to do so, or the Boy Scouts will cease to exist, since the majority of parents will not send their young boys to a troop overseen by an overt homosexual.
However, their policy is to not discriminate against boys who want to be scouts, at least until they try to assume leadership positions. All in all, it’s a fair compromise, though compromise is probably a dirty word among leaders in the gay community.
Though I am sure most predators who wish to gain access to scouts would lie about their orientation.....remember Sandusky is married to a woman.
