Since some parents might abuse their children we should have NEA union workers present in every hospital delivery room. They could catch the baby, snip the cord, and deliver the placenta. The NEA union thugs ( oops! “teachers”) could then keep the newborns in 24/7 Newborn Schools. When the old enough they could graduate to 24/7 Baby Schools and then move on to 24/7 Toddlers Schools. We should especially recruit those government teachers from Wisconsin. You know! The ones who trashed their capitol building.

As for homeschooling:
Homeschooling is the most natural and healthy way to rear a child to an emotional secure and educationally well prepared adulthood. It is too bad, but some parents are too lazy, too stupid, too materialistic, too ill-educated, too poor, too sick, too mentally ill, too preoccupied, too distracted, too undisciplined, too immoral..etc,...to homeschool.
These children will need to institutionalized for their schooling. It is a shame. We need orphanages, too, but no one is claiming that this is the best way to rear a child ( at least not, yet).
