The township isn’t selling. The private owner can’t afford to keep it any more. When they started talking about it a year or so back the owner said that regulations on land use had made it unprofitable for farming and it was nothing but a growing tax burden.

Who put the regulations on the land use for the private owner? What are the land use regulations?

You said the State is buying up a sizable portion of the township. Is it just one owner who is selling?
