No, it comes a week before for the sake of the agenda. Palin was in time to prepare speech, get initial media scrutiny, and make a great impression.

Why the rush? Doesn't he challenging party normally wait for the convention to pick the VP candidate? They want to give the Obama campaign extra time to demagogue Ryan as wanting to eliminate Medicare and murder grandma, so the Romney camp can complain to the Washington Post and CNN about how unfair it all is, while Ryan's disapproval numbers hit 60%.
