Fortuno is NOT an NBC.

Yes, Puerto Ricans have U.S. citizenship. It is, however, statutory citizenship granted per Congress, as PR is an unincorporated territory and the U.S.Constitution does not apply in PR. Same goes for those born in the Panama Canal Zone.
