Actually he does. The ballpark is controlled by the league for the duration of the game and the umpire can run anybody whom he deems to be interfering with the game.

They have the power to make a call but don't have the power to overturn it.

I know Jim Joyce felt horrible for blowing the no hit call on Armando Gallaraga. On the other hand, both names now go down in baseball history because of it.
