Actually, it was the North Vietnamese Army. The Vietcong had largely been defeated as a military force during the Tet offensive of 1968. We had kicked the crap out of the NVA too, but were undermined by politicians in Washington who had decided they wanted to wimp out of what it took to finish them off.

You are right in noting that America defeated the Vietcong, and the credit belongs to Richard Nixon and our brave troops. All that America needed to do, was to get a face-saving way for North Vietnam to surrender. But Cheney and Ford turned this American victory in Vietnam into a defeat, and Americans have never held Dick Cheney accountable. His nerve in attacking Sarah Palin, gives us an opportunity to ask Cheney how he turned Nixon’s victory in Vietnam into a defeat.
