A local Steak n Shake near me closed back a few years ago when the winds from Hurricane Ike rolled through and knocked out power regionally for nearly a week. A lot of folks were not prepared to fix meals without electricity so they piled in to all kinds of restuarants and unexpectedly ran out of inventory to serve.
Completely? I am not sure. But I recall someone calling 911 when they could not get their nuggets.
