Hey, they need these phones to help them in their search for a good paying job.
You can't effectively deal drugs or organize flash mobs for ripping off stores, setting “Beat Down King” teams or starting riots without a cell phone to community organize.
And you need fast access to 911 service whenever one of your homies gets shot doing one of those things.
These phones are essential survival tools for these people.
The relative I know with a Lifelink-type cell phone was given a bottom-end Tracfone, one that costs $9.99 at Rite-Aid. There was no choice of phone, just fill in the application and that is what they sent.

Gosh, I'm still using my ancient, 2006 Nokia 6060 "Clamshell" cellphone. Ha, but I don't care. It works reliably; that's what counts. And I have a box full of newer Nokia replacements, left-over from my out-of-business Family Business, if it ever fails.
