How can this be called a "Bay Delta Improvement Plan" with no provision for additional fresh water? (like the long stalled reservoir on the American at Auburn)

So far, all this plan does is SUCK more water with no additional supply to keep the system full of fresh water. It won't be long till this twin tunnels will either have to stop sucking, or suck sea water, or wait till more water comes from the watershed that still lacks a key mulitple use reservior on the American!!!

I want you to think of what it would take to put a concrete tunnel through a peat bog that would survive an earthquake. They don't care if they build this POS or not, any more than they do the bullet train. All they're doing is priming the pump and dump stock gambit, using union pensions to amplify the swings and then hold the bag. Taxpayers pick up that bag when they're done bleeding the system dry.
