Romney has no intention of eliminating the EPA.
It would be easy.
Every state has their own version of the EPA. Eliminate the federal goliath and let every state safeguard their own environments.

I've got my own plan to save money there as well. With some pretty basic training the states could bring in local volunteers for the basic monitoring and reporting. I love getting out and around in the township.
