More than one gun and more than one box of ammo for them.

A brick of .22 LR gets reported as FIVE HUNDRED ROUNDS OF AMMO pant pant, and a spam can of 7.62 AKS ammo is even worse.

I don’t know about current MD law, but when I lived here 20 years ago someone knowledgeable told me that an accumulation of 400 rounds of ammo (all calibers taken together) was considered to be an arsenal by the State Police. I don’t know how many guns would constitute an arsenal, but I suspect it would be a low number (3 or 4, say).

If you have sufficient guns and ammo to kill, “A mess o’ squirrels” for supper they will call it an arsenal. Two handguns, a rifle and a shotgun with a grand total of 200 rounds of ammo constitute a “major arsenal”. Anything more than that is considered proof of insanity.
