I assume that means a Bachelor of Science (BS) in neuroscience.... what I haven't seen is his Master's degree credentials? Wouldn't he need to first complete a Master's degree before entering a PhD program? It's quite possible this has been revealed and I missed it as I've only scanned a few articles here and there.....
Wouldn’t he need to first complete a Master’s degree before entering a PhD program?

No.
No. You start your PhD after your BS. You go for your MS if you don't plan on going for your PhD. In some programs, you get your MS along the way, or get an MS as a consolation prize if you don't get to complete the PhD.
Good point about the MS.
My point is that *neuroscience* seems to me to be awfully specific for an undergrad degree. I have known people with degrees in Neuropsychology and they had PhDs.
I did a quick search and actually, this seems to be a boutique program in Social Sciences and Humanities and usually results in a B.A. It blends courses in chemistry, biology, physics, psychology, math and computer sciences. Topics include hormones and behavior, psychopharmacology, genome biology and immunology.
It appears to be a tarted-up psych degree. If you accept that many psych students are looking for self-explanations, then it could be the shooter knew full well he had problems and was looking for an answer.
