Yes, DS's *logic* there was particularly difficult to fathom.
He used to claim we need high tariffs on foreign steel, now, otherwise nasty foreign steel producers could someday in the future, maybe, hike the price of foreign steel and that would hurt our economy.
So he wanted high, damaging prices now, to protect us from high damaging prices later.
It was fun to watch him splutter after I pointed out the idiocy of his "logic".
