Could be.
But, Perry is saying that he believes record release is the right thing SO THAT the party can determine if the problems are fatal prior to the convention.
My guess is that Holder can gain access to them if he hasn’t already, and that if there’s anything fatal in them that it will be leaked AFTER the convention.
Perry is probably right. We really need to remember that Romney is not the only one with a copy of Romney’s records. Whether IRS, Treasury, Justice, etc., we should be remembering that Obama appointed all those directors.
