And the person who created it. Was this his way of doing the job he was getting paid for but figured if he kept it in layers and did not put it together in a jpg he was covered and it would not be considered “forgery” since the layers are separate?
They were counting on Loretta Fuddy’s letter to provide official cover and for the DOH’s policy of stonewalling to prevent anyone from learning the truth.

It would be a very, very tight group that would be in on this. Maybe Axelrod, a couple of lawyers, maybe Valerie Jarrett (or maybe even not her) and one or two others.
It's not like Obama would walk around the White House asking if any intern would like to help him "fix up" his birth certificate.
So he doesn't have the luxury of going out and finding some tech wizard to help him. He would have to rely on someone in the very tightest circle of his political friends.
And whoever did it, maybe Axelrod or a lawyer, just wasn't that knowledgeable about it.
Personally, I would lean toward it being a lawyer, with Obama thinking that if worse came to worst they could try to use the attorney-client privilege to shield their doings from investigators.
Maybe PDF technology is not a strong area for communist homosexuals.

I'm no expert, but I have read that after manipulating a document you have to “flatten it”. They just forgot to do this.
Impossible, you say? I just saw a true story about a plane crash (major airline) where the veteran pilots forgot to extend the flaps for takeoff and the plane crashed immediately killing everyone except a small child.
Hence the phrase “unbelievably true”.
The biggest thing I took from watching the news conference is that any birth certificate coming from Hawaii, especially then is without a doubt suspect to being fraudulent. The letters dug up from state officials citing this possibility seemed more to be an attempt to initiate new rules not to fix the problem but to make it harder to find the problem, in essence to cover up the fact the state had a huge problem issuing birth certificates to anyone born anywhere in the world.
To anyone who knew this issue, and I’m sure the commies were all over trying to find loopholes in our laws, this was/is a wide open back door for fraudulent BCs.
The issues about the document in question are two major points to show the document is altered in respect to the fathers information which was coded by the initial inspector, and verified by a second inspector, to be not filled in at the time of the original generation. To top that off, when it was modified, they used “African” at the time the boxes were filled in. The only problem is that “African” was not used as an official designation until something like 1983. So, if the document was modified at the Vital Statistics office, who did it, and it also invalidates it as an official BC and is relegated as not being acceptable as an identification document, by the rules in Hawaii.
The next obvious issue is the certificate number being out of sequence with know babies being born after Obama. They explained in detail the process by which this was assigned and the information learned from the 95 year old clerk puts a huge cloud of doubt over it. My take from that explanation is that this BC number actually belongs to someone else.
The upshot is that everyone here should research the information and watch the video or read the press release explanation to get a real feel just how screwed up the Hawaiian process is. I honestly think this will require a special prosecutor to camp out in Hawaii for a very long time to go through all of the documents and hospital logs to find out just how many people received BCs when they should not have been able to. It looks as though this was the means of sliding in all sorts of nefarious people with intent of creating just the situation we have here. True Manchurian citizens with intent and training to subvert our system from within.

He could have scrawled his birth certificate on a brown paper sack, with a crayon, and they would have bought into it.
