1955-1982—You could come in and declare a birth, as long as you were an adult and could prove residency.
In 1982, they expanded the program, if you are an adult you can declare a birth of a child anywhere in the world as long as the parents were legal residents (NOT CITIZENS). This would be a way to bypass immigration and naturalization laws. Hawaii is the only state to do this.

That's really not news to those of us who have been following this case. Sorry to say that the first 1/2 hr has given us nothing new except the census coding. That's important but certainly not a headline maker.
