Well until 2009, I didn’t know about the signature provisions of the VCLT, despite having an interest in treaty law as regards environmental regulations dating back to the mid 1990s. I was well aware back then of the problems with the punctuation of the Supremacy Clause. That and the matter of how a treaty is ratified both need Constitutional amendments. I’d like to see the same standard for ratification of a treaty as for amending the Constitution itself.
Sometimes you just have to sit back a while and let history unfold as is happening these days.
