Is Wolff aware that he’s part of the judiciary and not the legislative or executive branch? He’s supposed to be ruling not writing and enforcing the law.

Not really. He’s County Judge, a title that does not accurately reflect his duties, which are primarily administrative.
Look, the whole healthcare system is a mess, and will get much worse under Obamacare. This guy is flooded with Mexicans, who aren’t insured but who aren’t turned away, either. It’s killing his county, and I don’t blame him for speaking up.
Don’t agree with him, but don’t blame him for mouthing off. We all feel frustrated.
