Under ethnic code the entry is “equatorial guinea”
and the birth date is august 8th (format is month then day) 1961.
Hmmmm, why is birth date not august 4th???
IF the birthdate came from an incoming record, from a citizen of Equatorial Guinea, visiting the US for example, then the date is JANUARY 8, 1961.
The question is, WHAT was it that caused the details of two individuals to become combined? Was it the name or the birthdate, or both?

Just to get Fred's point in plain English, someone who got their entry data in with a birth date originating in West Africa is likely to have had the date in the Continental format with the day/month order--so this birth date looks like January 8, 1961.
That looks a little late to me for a couple of reasons so I am not sure what it reflects.
His mother, Anna, was in Seattle at the Toutonghi boarding house, early enough to get her name in a Polk 1961 directory. That happened after this guy was born; got to Hawaii; his mother was photographed not visibly pregnant with Obama Sr. in the Nachmanoff living room, presumably in the summer of 1960; and was abandoned as several published sources affirm (See Rick Anderson's article in the Seattle Weekly) with his father Obama Senior.
So I am a little skeptical about whether the January 61 birthdate is correct. If you look at the two young boys picture, this guy is the older darker boy; zero is the younger smaller.
How much older is the darker boy? Maybe only 8 months; maybe as much as a year and half; you don't know.
At one point, as I recall sometime in the 90's; the older darker boy entered the name he now uses as a member of one of zero's classes at Punhoe on Classmates.com.
Equatorial Guinea is a small country, well south of Nigeria on the West Coast of Africa. It has one of the largest crude oil reserve deposits in the world and it operates more or less as a subsidiary of Exxon Mobile. It's foreign embassy/consular service is based in Acara Ghana where this guy offices. This guy is a talented effective person at what he does--he has been head of their World Bank delegation once; capable individual. From time to time, you are tempted to wonder what he thinks of the current situation.
