I don't see the states as a "check" on federal power, that still seems to have the feeling of the feds being preeminent and the states secondary. The concept of states, and in fact some of the states themselves, preexisted the federal government and it is in fact a creation of THEIRS. (Nevertheless, I'm not crapping on the guy, he's obviously working in the right direction)
