Nope. Those are Nork style "luggage racks." Take a close look at the one at far left. See the netting inside the frame? Cute, eh?

I wondered where the windows are too at first but it looks like they are there, they are just placed really low, extending no higher than the top of the seats.
Given that they are for North Koreans I can see why the windows being low would be appropriate.
Maybe the wire doohickies above the seats are North Korean luggage racks, again, sized appropriately to hold an average quantity of North Korean personal posessions, or perhaps a file folder containing your "papers."

You can see two Il-18s in the background of one shot. But it appears to be an An-24 that he is entering up the stairs, based on the reflection in the building behind, and on the nose profile in the second picture with the Il-18s in the background.
I think that the interior shots are also an Antonov An-24.
Quite the up-to-date fleet Air Koryo has there.

I just look at the entry in Wikipedia on AN-24. Quite a long list of accidents.

Reminds me of Russian airlines from the 70s that were originally WWII aircraft. Shabby, out of date and just plain creepy. The only thing it has on Russia is you don’t board up the back end and they parked it close to the terminal rather than having the little man walk a mile down the runway. Did his mama buy his suit 3-4 sizes too big so he could grow into it? Pants are balloons, the shoulder pads are enormous and the sleeves are down to his thumbs.

"No kidding. They look like they were all chosen for the photo opp because of their unusually short height." I recently read "Nothing To Envy", about life inside North Korea. The people there are shorter than average because of malnutrition.
Digressing a bit, every home in NK is required to have a framed photo of Dear Leader on the wall, and it must not share the wall with any other photos. Once a month, on a randomly chosen day, someone from the regime will drop by to make sure your picture is meticulously dusted and centered. If not, you could be imprisoned.
