This is true as per Ancestry.com. I researched this on my own quite some time ago and found that Ludwig's number was completely different. In face I came upon the same Ancestry.com "image" that snopes is using in the link you provided.
I should also note that the imagine snopes uses with Ludwig's information is from Ancestry.com.
That being said, I'm not going to take it upon myself to use a genealogy website to legally discredit an attorney who obviously has different information which is obviously what Snopes used.

Snopes is an Annenburg affiliated website. I don’t give any credence to that site anymore.
That being said - if the social security number was issued by a misrepresentation of the zip code, then the social security number was then mailed to a Connecticut address. From what I’ve heard of Connecticut back in that day, you had to personally show up at the office to receive a SSN.
Snopes is not and never has been the repository of truth. Notice they conveniently leave out that the preceding numbers issued before Obama’s as well as the ones following it were all from Connecticut.
