The FDA warning on Maalox Total Relief is not a recall, happened in January, and only applies to Maalox Total Relief, which people didn’t realize contained real dosage-sensitive pharmaceuticals (similar to aspirin).
Although I can find no official sources, people on forums I Googled are claiming Maalox is refurbishing factories, and has not been able to meet demand with its factories sidelined.
I did find official notices from Maalox: Factory retooling in Nebraska.

With no end in sight to daily tuition protests, some Montreal pharmacies are completely out of Maalox.
The popular antacid is the treatment of choice for students sprayed with tear gas, pepper spray or irritant compounds during protests. It is mixed with water and used to douse irritated skin.
La Presse reports that with Maalox now unavailable in some stores, dedicated protesters are buying milk of magnesia for their first aid kits.
My guess as to the reason for the recalls and absence of both Pecid Complete and the Maalox products is that the products contain the same antacid as the regular over the counter product and that the FDA was complaining that people might be too stupid not to take both.
In other words, the FDA wanted people to buy both Tums and another generic brand antacid, separately.
