N. Korea's Gentleman Scavengers Devouring Leftovers at Restaurants because...
In N. Korea's restaurant districts, well-dressed 'gentleman scavengers' are popping up. Rations are not enough to cover their (basic) need and they make up the shortfall at restaurants.
According to 'Open Radio for N. Korea,' a female Pyongyang resident in her 50's conveyed, "To make up their need, rising number of people are getting their meals from leftovers at Pyongyang's restaurants."
In Pyongyang, only those at a household whose head has a job, get food rations, but it is not enough for family members to last for a month. These 'gentleman scavengers' can be found in Pyongyang's outskirts as well as downtown districts such as Daedonggang and Daesung Districts. Not only men but also women and children go from one restaurant to another, restaurants located near Pyongyang railway station and a park, as well as big ones such as Ok-ryu-kwan and Chong-ryu-kwan.
It is difficult to tell them apart because they are impeccably dressed. They pay great attention to their speech and behaviors because restaurant managers won't let in those not well-dressed or whose speech or behaviors look clumsy.

Thins are pretty thin in NK these days, despite above-average harvest last year. State took majority of it for military or supposedly big celebration this year. Farms took a beating, and rumors were coming out of NK this spring about famines in breadbasket area (SW N. Korea.) According to pieces of news coming out of NK, some emergency grain aid from China stopped it from getting worse. N. Korea is experiencing drought, but not as severe as their state media claims apparently. Still, it appears that every body’s ration has been cut. There are many others who were cut loose from ration system years ago. They learn to adapt on their own. In Pyongyang, they are just beginning to adapt. They had got their food supply from state. Still there are a wealthy and powerful small minorities who are doing even better, the well-connected inner circle. They make up the haven inside the haven called Pyongyang.

It’s like the immigration issue. Some people don’t want the issue resolved. In this case it’ the South.

It is very hard for us who never have faced starvation to know the depth of that problem in Chosen (North Korea). I have just finished a book titled THIS IS PARADISE, by Hyok Kang about his N.Korean childhood. Through out the book the lack of food, the starvation, and yes, the death by starvation are always in the forefront.
He and his family were lucky enough to escape through China, Cambodia, Vietnam, Thailand and finally into So. Korea.

Why would they do that? More importantly why do you feel it necessary to insult the South Koreans?
For goodness sake, Americans eat opossum and crap in boxes that is half chemicals.
