I was under the impression that the Feds had to have money to fund the exchanges. I thought Congress had to authorize said funding. What am I missing?

Yes, I know where the feds get the money they spend. But, if 26 States opted out the remaining 24 states are going to be quite unhappy about it and a political crisis would quickly ensue.

Conservatives need to realize that Cloward–Piven strategy can work our way too.
