Who was the first “pretend conservative.” Certainly not the Bushes, goes back much further, maybe Hoover??? Or Charles Evans Hughes?
Honestly I would say Marshal or Hamilton, though neither were presidents. Both of them were very much what we would now call ‘statist’, although they talked a good game about a representative republic.
