To now give them universal coverage with no net payment, because a net payment is impossible, is to remove the fiscally sound barriers. They will be no net income from this. And if the feds take the penalty money and use it for the general fund, the insurers wont even see increased payments for their vastly increased costs. Insurers go bust and only the upper middle class and rich get health care.
