If that were true then how was Obamacare passed with 56 Dem votes.There are exceptions If the bill is couched in terms of a financial reconciliation bill then a simple majority was needed. The Dems practiced chicanery in passing the bill as if it were a financial reconciliation bill. If you live by the sword you die by the sword should the Republicans decide to use the same ploy to repeal it.
