It is different a State Law or mandate pertains to the specific state not all of the states like a Federal law or mandate or tax.

So how many federal dollars did it cost the taxpayers to implement or were you kinda hoping no one would ask? Seems to me that it was around $400 million in the first year.

Massachusetts people are mentally slow and need guidance from their betters ~ in the Democrat party.
