In my view, if they didn't vote, it's the same as saying they support the measure but were afraid to go on record.

This is some what of a big deal but I've read there's been no enforcement of a contempt citation since 1934 when a Commerce Secretary was 'imprisoned' at a DC-area hotel.

I believe the worst penalty that can incure is a year in jail and a $100,000 fine.

I think it is a $1000 fine, actually; it would be nice to be wrong, though.
In any case, this is prosecuted by the Federal Attorney for DC whose boss is... Eric Holder.
We probably won’t even get a decent discovery phase out of him...
