Congress does *not* have unlimited taxation power. They have the authority to raise taxes only to achieve what is necessary and proper to fulfill their specifically enumerated powers.
In other words, the Constitution does not give Congress authority to raise revenues for anything other than what the Constitution specifically charges the Congress to do. I have yet to find where the Constitution lists health care among the specific enumerated powers of the Federal Government.
