Roberts knows, just as I know, that this obamacare would NOT have passed had it been a tax. And it's Roberts who claims he doesn't wish to overrule legislative action. He know his claim about obamacare being a tax is pure forcing onto us of something that congress would have rejected.

Essentially, Roberts rewrote their legislation for them to make it fit. In my view, he failed at that.

It is an awesome power of congress he created that Congress can arbitrarily tax someone for what they are not doing.
