If it's legal under both state and Federal law to use these cards for smokes then she should have completed the transaction.Assuming her supervisors failed to make clear what could,and could not,be bought with the card (a reasonable assumption,IMO) then *they* are responsible for the incident.I hope she sues for wrongful dismissal.
Regarding the fact that I,a US taxpayer (and one who's also paid taxed in NH),must help pay for some layabout's smokes all I can say is "nauseating"!

I didn’t know there were two types of EBT cards. So the ‘rats answer to eliminating food stamp fraud is to withdraw the requirement that food must be bought with food stamps!
The program is now a no-limit debit card on the taxpayers’ treasury account.

The reality is that smoking is highly correlated with lower social-economic status. Tax payers are subsidizing cigarettes purchases... then they subsidize the health care when smokers get sick.
As everyone knows smokers die younger, so the costs are held down in that the subsides end at an early age.
