Donilon had already been outed as a leaker on this.

But having the two senators write the letter is progress, I suppose.

The only thing surprising about this is that it took this long to figure out it was Donilon. He is a serial leaker, called out by Gates for as much before stepping down. Then again he is an easy mark to take the fall.
