I don't think bus drivers report the bad behavior because it might reflect on themselves. My sister drove a bus in Florida. The kids were warned that if they acted up, they would be kicked off the bus. After one kid was bounced from the bus, midway to his home, the rest of the kids got the message. (My sister called the parents to pick up their kid, and waited until Mom showed up).
The kids not only respected my sister, but actually began to like her, bringing her small gifts. She reciprocated by giving them snacks to bide their time on the bus. When her husband passed away, they all sent her cards, and told her what she meant to them. There are still good kids in America, but they are getting harder to come by.
Sounds like this girl was particularly obnoxious, to the point of annoying the rest of the children.
