If nuclear capable US planes have to be brought in to deliver these nukes what is the value of having them stored there? I was also under the impression that only US forces were authorized to deliver US nukes and find it kind of scary that there is at least a scenario for non US forces to use them.

The Turkish AF can only deliver per our instructions. We have total control. They aren’t their weapons to use at their own discretion.
