Let’s say you have solar panels or windmills, and communities are now dependent on them for their energy (theoretically).
Why can’t terrorists destroy them with bombs?

They can, but between the fuel supply interruption and the environmental consequences a couple of pipeline breaks would have a more profound effect than a couple of windmills or some solar arrays being blown up. More "bang" for the terror buck, so to speak.
