Project Gun Runner (Fast and Furious) was launched under the orders of President Barack Obama with the knowledge of Attorney General Eric Holder. Deputy Attorney General David Ogden announced the Obama Administration’s new and aggressive ‘comprehensive plan’ on March, 24, 2009. The plan was aimed at disrupting gun trafficking between the United States and Mexico.

Maybe that's what they said, but without any way to track the guns into Mexico, that wasn't going to work. The guns in the aborted Wide Receiver operation had GPS trackers in them, but the batteries gave out too soon for the units to be effective. That is why the operation under Bush was halted.
Fast and Furious is one of several operations which had no chance of succeeding at anything but delivering guns into the hands of the cartels (and other criminals) which could be traced to American gun dealers. That the operation was to provide the data to support subverting our RKBA is the only reason for the operation which makes sense, especially considering the 90% figure had been seriously debunked.
