It’s my understanding that only happens if Holder directs it to happen.

Or, if it happens without Holder directing it to happen, then Holder can direct Machen to do nothing.

Then we find out if anyone in the Justice Department has any honor. If there are such people. Holder won't be able to enforce his orders. If not, they'll all hang together (to avoid hanging separately).

That's just my humble, uninformed opinion.
