Thanks. So Congress does have the power to punish but under these circumstances I don’t believe anything beyond the contempt vote will happen.

Yep. In an nutshell, Congress certifies the contempt charges, and refers it to the Office of the Attorney General for prosecution. Oops. In this case that won't work. So, it gets referred to the Office of the President. I believe the plan is to ultimately, one way or another, toss it into Obama’s lap, and force him either shove Holder under the bus, or slit his own throat by declining prosecution.
